BIRMINGHAM — The Birmingham Police Department reports an arrest has been made in connection to a traffic fatality that occurred on Sunday, March 21, 2021. The department has identified the suspect as Carmesia Flannigan, 22.
Birmingham police say Flannigan faces charges for murder ($150,000 bond), unlawful possession of a controlled substance ($15,000 bond) and leaving the scene of an accident with injury ($10,000 bond). She will be transported and held in the custody of the Jefferson County Jail.
The crash — a head-on collision — occurred on Arkadelphia Road in Birmingham at approximately 6:05 a.m. Sunday. Authorities have reason to believe the fatal wreck was caused by street racing.
Birmingham Fire and Rescue pronounced 52-year-old Brandy Lee Moore Ballard dead at the scene. Police say Ballard was not involved in the race.
