IRONDALE — The Irondale City Council met for their regularly scheduled meeting on Tuesday evening to discuss many items on the agenda.
Several items were discussed, including the city’s vicious animal ordinance. Council President David Spivey encouraged the citizens of Irondale to file a police report if encountered by a vicious animal.
“I put some information out there about some dogs that have been wandering around which have had some impacts on some kitties,” Spivey said. “There have just been some threatening animals. The moral of the story is that if you are out [on the Northside or Southside] in your neighborhood, as far as Irondale as a whole, if you have a run-in with a vicious animal, I encourage you to file a police report and get that documentation in place so we can know where these dogs are and who the owners are to get the process started. That way, if something does happen, we have that documentation in place and can get the process moving on these animals.
“Most of these animals are repeat offenders and things of that nature, so don’t just don’t go on Facebook, but file a report with the police department and get documentation in place,” Spivey said.
Spivey reassured that the ordinance will affect not only the vicious animal but also the pet owner.
According to Ordinance 2019-02, “The City Council of the City of Irondale finds and declares that certain dogs can be a serious threat to the safety and welfare of citizens of the City by virtue of their unprovoked attacks on, and associated injury to, individuals. These attacks are, in part, attributable to the failure of owners to confine and properly train and control these dogs, and existing laws inadequately address this problem, and it is, therefore, appropriate and necessary to impose requirements on the owners of dangerous dogs.”
During the Mayor reports, James Stewart announced Irondale’s agreement with I Am Love Ministries, LLC community service agreement for conducting a youth athletic skills camp for football, baseball, basketball, softball, and soccer to be held at Shades Valley School this month.
In other matters, the Council approved:
- Minutes of the regular City Council meeting on April 19, 2022;
- Current bills for payment ($596,777.88);
- Consent agenda:
- Resolution 2022-R-69 amending the Resolution 2022-R-52 that David Pugh to be appointed as a Director of the Commercial Development Authority for the City of Irondale for the term ending March 15, 2026;
- Resolution 2022-R-70 amending Resolution 2022-R-53 that Mark Hume appointed as a Director of the Commercial Development Authority for the City of Irondale for the term ending March 15, 2026;
- Resolution 2022-R-71 amending Resolution 2022-R-54 that Trae Hawkins is appointed as a Director of the Commercial Development Authority for the City of Irondale for the term ending March 15, 2026;
- Resolution authorizing the donation of $1,000.00 to Shades Valley High School for use by the Shades Valley Track team;
- Resolution 2022-R-72 authorizing the donation of $5,000.00 to Shades Valley High School for use by the Shades Valley Robotics team;
- Resolution 2022-R-74 adopting and approving the Division “G” Multi-Jurisdictional Hazard Mitigation Plan Requirements in fulfillment of the Federal Disaster Mitigation Act of 2000 and the Local Mitigation Plan Requirements of 44 C.F.R. Section 201.6;
- Resolution 2022-R-75 authorizing the execution of an agreement with The Finish Coat, LLC in the amount not to exceed $2,500.00 for work in the Water Department/Inspections Building located at 1801 Crestwood Boulevard;
- Resolution 2022-76 authorizing the Mayor to execute an agreement with Whistle Stop Festival, Inc., an Alabama non-profit corporation, for the 2022 Whistle Stop Festival;
- Resolution 2022-R-77 authorizing the Mayor to enter into a Community Service Agreement with I Am Love Ministries, LLC in the amount of $2,500.00 for the conducting of a youth athletic skills camp for football, baseball, basketball, softball, and soccer to be held at Shades Valley High School in May 2022;
- Resolution 2022-R-78 authorizing the donation of $44,500.00 to Shades Valley High School for educational purposes;
- Resolution 2022-R-79 authorizing the donation of $19,500.00 to Irondale Middle School for educational purposes;
- Resolution 2022-R-80 authorizing the donation of $19,000.00 to Irondale Community School for educational purposes;
- Resolution 2022-R-81 authorizing the donation of $17,000.00 to Grantswood Community School for educational purposes;
- Resolution 2022-R-82 authorizing the engagement of Bond Counsel, Underwriter, and Financial Advisor and authorization of a Purchase Contract;
- Resolution 2022-R-83 authorizing the purchase of two (2) 2022 Chevrolet Tahoe vehicles from Donohoo Chevrolet, LLC utilizing drug funds received by the City and the execution of any documentation necessary to effectuate such purchase;
- Resolution 2022-R-85 authorizing the execution of a contract by the Mayor with Butch Jerrolds for the provision of zoning services to the City of Irondale until October 31, 2025;
- Resolution 2022-R-86 authorizing the execution of a contract by the Mayor with Bill Clifton d/b/a of Network Support Technologies for the provision of information technology services to the City of Irondale until October 31, 2025; and
- Resolution 2022-R-87 authorizing the execution of an Engineering On-Call Contract by the Mayor with Sain Associates, Inc. for the provision of engineering services to the City of Irondale.

- Resolution 2022-R-88 authorizing the execution of a Facilities Solutions Agreement with Cintas for the rental of uniforms for the Irondale Water Department; and
- Resolution 2022-R-84 authorizing the execution of a contract by the Mayor to extend the hiring of Emma Tolbert, as the Mayor’s appointee according to the Jefferson County Personnel Board until October 21, 2025, and increase her compensation by $1,000.00 per month.
Council adjourned into an executive session to discuss the consideration of the City Council is willing to offer when considering thee purchase, sale, exchange, lease, or market value of real property by the City.
