BIRMINGHAM, Ala. — The Jefferson County Commission held meetings on Aug. 5 and Aug. 7, covering a range of topics including property tax valuations, economic development, and community recognition.
Property Valuation Updates
During the Aug. 5 pre-commission meeting, Maria Knight, Director of the Jefferson County Board of Equalization, addressed the recent closing of property tax protests for the 2025 valuations. She also discussed the 7% cap on property tax increases established under HB73 (Act 2024-344).
Knight explained that if a property owner qualifies for the 7% cap and is not subject to exclusion, the cap will be applied to the “Assessed Value” and reflected on their October tax bill. The annual valuation notices reflect changes based on market conditions.

Economic Development and Job Growth
During the commission meeting, commissioners approved a resolution supporting Smart Wiz Wealth Group through a job incentive agreement. The Birmingham-based IT company specializes in tax preparation software and plans to expand its operations by adding 60 to 70 new jobs.
A public hearing was held to approve the incentive agreement, which includes up to $52,000 in funding based on the county’s standard 2-to-1 matching policy.
Infrastructure Improvements
Commissioners also voted to execute Amendment #1 to the Sub-recipient Agreement with the Jefferson County Economic Development and Industrial Authority (JCDEIA) for the Barber Boulevard Waterline Improvement Project. The project will serve the new JeffMet North Industrial Park and is funded through the American Rescue Plan Act (ARPA). For more information on ARPA-funded projects, visit arpa.jccal.org.
Recognizing Miss Alabama
The commission concluded its meeting by honoring 2025 Miss Alabama Emma Terry with a congratulatory resolution. Commissioner Joe Knight highlighted Terry’s accomplishments, including her community service initiative, “Stomping Out ALS One Step at a Time,” which has raised more than $250,000 and reached over 200,000 viewers on TikTok.
The resolution praised Terry’s dedication and service to the citizens of Alabama and extended best wishes as she prepares to compete in the Miss America Pageant this September.
