TRUSSVILLE — At a brief regular meeting on Monday night, the Springville City Council approved several resolutions. Among them were the establishment of a recreation board and a training program for youth sports on safety. The council also passed a school sales holiday tax for July.
The council approve two expenditures at tonight’s meeting. The first was $2,500 to the Beautification Board for pots and plants to decorate the city with. The board’s chairman, Ann Underwood, said that the pots would be placed next to benches throughout the city and that there will be annual and seasonal plants to go with them.
Afterwards, the council approved $141 for a St. Clair Times graduation announcement advertisement.
A program that provides mandatory training on safety for youths involved in sports was adopted by the council as resolution 2018-12. Springville Mayor William Isley said that the resolution complies with the Alabama Legislator’s HB 9, passed on March 27 this year. The bill requires personnel involved in coaching youth sports to “complete a youth injury mitigation course annually.”
“We are entertaining every effort in our city programs on how to keep our children safe and requiring their coaches to train in recognizing potential injuries,” Isley said.
The council then passed a resolution creation a recreation board for the city to “promote, maintain and regulate recreational activities and facilities”. The city will screen applicants to the board and determine who can serve on it. The Springville Youth Association will operate under the board.
In addition to maintaining sports programs and other recreational activities, the board will also oversee activities in places such as the Forever Wild land that was recently established.
A school sales tax holiday was passed as resolution 2018-05 for the days of July 20 to July 22. This ordinance allows people to purchase back-to-school materials at a reduced rate.
In other business, the council re-appointed Springville resident Miriam Blackwell to the Historical Commission to another three-year term. The council also approved the March 2018 budget report as well as changes to future work session and regular meeting dates.
The schedule for the month of May will be:
May 4 – regular council work session at 8 a.m.
May 7 – regular council meeting at 6 p.m.
May 30 – rescheduled council work session at 3 p.m. from the original date of May 18
May 30 – rescheduled council meeting at 4 p.m. from the original date of May 21
May 30 – regular council work session at 5 p.m. to discuss the June 4 agenda
The May 21 meeting was canceled to allow members of the council to attend the Alabama League of Municipalities Convention to be held on May 19-22. The council approved a change in the dates that work sessions are held. Starting on June 1, work sessions will be held at 3 p.m. on each Wednesday before the regular meetings on first and third Mondays.
Afterwards the council entered executive session to discuss litigation involving MacDonald Farm.
