PINSON – The Pinson City Council met very briefly ahead of the holiday season on Monday, Dec. 21, where they amended a floodplain ordinance first adopted two months prior.
The ordinance puts the city in in keeping with the regulations of FEMA and the state floodplain coordinator, and is adopted by most cities in Jefferson County every few years with changes in language and definitions.
City Attorney Shane Black said that there were some errors on the part of the county with three definitions outlined in the ordinance. Three sections of the ordinance were amended as follows:
Section 1: The definition of “Existing Construction” in Article 6 was amended to mean that, for the purpose of determining rates, structures which the “start of construction” began before the date of the FIRM or before Nov. 10 in 2004, for FIRMS effective before the date. This definition may also be referred to as “existing structures” as well.
Section 2: “New Construction” in Article 6 means, for the purpose of determining insurance rates, structures which the “start of construction” began on or after Nov. 10, 2004, including any following improvements to them.
“For floodplain management purposes, new construction means structures for which the start of construction commenced on or after the effective date of a floodplain management regulation adopted by a community and includes any subsequent improvements to such structures,” the new definition reads.
Section 3: “New Manufactured Home Park or Subdivision” in Article 6 means a manufactured home park or subdivision “for which the construction of facilities for servicing the lots on which the manufactured homes are to be affixed (including at a minimum, the installation of utilities, the construction of streets, and either final site grading or the pouring of concrete pads) is completed on or after (November) 10, 2004.”
It was announced earlier in the meeting that the winners of the float competition at the Christmas Parade on Dec. 6 will be announced at the next council meeting on Thursday, Jan. 4. The top three winners will be awarded prizes.
During the work session, the request for proposals or RFP for a new garbage service was briefly brought up but was taken off the agenda. At the last meeting, the council discussed options regarding the city’s garbage collection services, with some concerns brought up about the current provider.
Mayor Pro Tem Robbie Roberts said that he has reached out to several potentials but in the meantime the city officials will consider other options on sending out bids.
